Department of Labor DOLbr To whom it may concern,br This document is intended to provide accurate data to the Department of Labor DOL in accordance with 20 C.F.R. 656.17h2, for the justification and necessity of a foreign language restricted requirement regarding an Administrative Specialist position within our Administration Department.br Roofing Concepts Unlimited RCU Inc is a state licensed Roofing Contractor located at 11820 NW 41st Street, Coral Springs, Florida. We are currently serving Broward County, Palm Beach and Dade Counties. In our present status, we have found it difficult to communicate with current and potential clients regarding assignments; as well as our own Field Technicians that are onsite working assignments. Current data from the 2020 Census Table B16002 indicates that 30 of the demographic makeup of Broward County speaks Spanish as their primary language in their household; 69 in MiamiDade and 19 in Palm Beach respectively. In preparation of our intentions of increasing our service area, we foresee that a total 48 of the South Florida region based off 2020 Census Data speak Spanish as their primary language. Outside of increasing service, we desire to maintain our current clients, though the challenges of communicating through our current nonforeign speaking administrative staff has proven to have challenges in providing our best service and minimizing errors.br RCU has identified a need for a foreign language speaking Administrative Specialist that employs the skills of effectively communicating in both English and Spanish through verbal and written correspondence. We currently have 10 administrative staff members that makeup the heart of RCU operations, of these 10 members, none offer the effective foreign language skills necessary to perform the duties required to efficiently communicate with at least 5 of our major clients, 90 of our Field Technicians, and potential clients who primarily speak and proficiently understand Spanish. This has had the potential to causebr 1. Undue risks to our Field Technicians while on assignment.br 2. Failure to identify potential hazards prior to the start of roofing operations.br 3. Misunderstanding of work assignments to be completed.br 4. Inability to recruit new clients resulting in lost revenue.br Most importantly, it provides safe measures to prevent injuries, hazards, and risks to Field Technicians who may not fully comprehend any jobsite dangers due to language barriers. It would also greatly improve the business to take on new clients that would feel more comfortable with a company that can connect with them through their native language resulting in more job opportunities.br The following are the duties and responsibilities of the Administrative Specialistbr 1. Compose, type, and distribute meeting notes, routine correspondence, or reports, such as presentations or expense, statistical, or monthly reports.br 2. Arrange conference, meeting, or travel reservations for office personnel.br 3. Greet visitors or callers and handle their inquiries or direct them to the appropriate persons according to their needs.br 4. Use computers for various applications, such as database management or word processing.br 5. Schedule and confirm appointments for clients, customers, or supervisors.br 6. Create, maintain, and enter information into databases.br 7. Provide services to customers, such as service order placement or account information.br 8. Manage projects or contribute to team work.br In conclusion, the necessity of a foreign language speaking employee is needed in the South Florida market to conduct business with Spanish speaking clientele and effectively communicate with its employees. I hope this document has provided the DOL enough justification to warrant a foreign language speaking requirement within the RCU business.
