REQUIREMENTS A Must have or be eligible to obtain an active Utah Educators License with an endorsement in the target language of instruction Mandarin Chinese simplified and Dual Immersion from the Utah State Board of Education; B A rating of AdvancedMid or higher language proficiency in the target language Mandarin Chinese in an Oral Proficiency Interview OPI from the American Council on the Teaching of Foreign Languages ACTFL. The OPI may be waived for those who hold a university degree from a country where the target language Mandarin Chinese is the primary language of that country. Employer will also accept a combination of education, training, and experience that a professional credential evaluation service deems to be equivalent to a 4year bachelors degree from a regionallyaccredited institution in the United States.br br Washington County School District WCSD serves over 35,000 students in kindergarten12th grade in 52 schools that spread across 2430 square miles in Southern Utah. The WCSD student population qualifying for Free and Reduced Lunch consists of 34 of the student population. The District is one of the largest employers in the county with approximately 2,981 employees. Washington County is one of the fastest growing counties within the United States.br br Within the 52 WCSD schools, there are 33 dual immersion programs offered, including one of the largest Chinese immersion programs in the United States. Founded in 2011, the WCSD Dual Language Immersion program supports the Utah State Board of Education Dual Language Immersion model. The WCSD Dual Language Immersion program presently serves over 4,000 students, with over 500 additional students added annually. The WCSD supports the DLI Chinese, Spanish, and Portuguese programs at the elementary and secondary levels with almost 100 target language teachers employed full time by WCSD with the projection of needing an additional 20 target teachers over the next 35 years.br br Regarding the foreign language proficiency requirement H.13 and Other Requirements A B under H.14, above, please note that this position must follow Utah State Board of Education USBE and Dual Language Immersion Fidelity Assurance Model requiring that the Secondary Chinese Dual Language Immersion Teacher deliver instruction in the Target Language 100 of the time, no English is allowed to be spoken within this classroom or other instructional settings. This position requires the teacher to be able to communicate orally and in written word only in the Target Language in a multitude of complex subject matters. Additionally, the teacher must facilitate demonstrated student learning of sociolinguistic competence, knowledge of how to use the Target Language in various social contexts, discourse competence, coherent organization of ideas in the Target Language, grammatical and linguistic competence, knowledge of the Target Language grammar rules, and strategic competence, knowledge of how to use verbal and nonverbal Chinese communication strategies. The position requires the teachers use of the Target Language competencies effectively in various subject content areas including math, science, and social studies. It is imperative that the individual filling this position possesses the required high level of language proficiency in the Target Language in speaking, listening, reading, and writing, otherwise the objectives of the USBE and the Districts Dual Language Immersion Model could not be met.
